General Dan Caine told Senator Elissa Slotkin in writing that no federal troops or federalized National Guard will be sent to polling places for the midterms. DHS Secretary Markwayne Mullin added that agents could still respond to a threat, and the panel worked the gap between those two statements. They also covered roughly $40 million in unspent election security money at DHS and the extended USS Abraham Lincoln deployment.

Two statements, one day apart, that do not say the same thing.

Monday: the Chairman of the Joint Chiefs put it in writing to the Senate. No federal troops and no federalized Guard at polling places in November. He has not received an unlawful order and does not expect one. Tuesday: the Secretary of Homeland Security told reporters ICE would be at polling places for a threat or a warrant, and "we will be where we need to be." Federal law makes bringing armed men to a poll a five-year felony. DHS walked it back within a day.

Every person on this panel swore an oath and knows what a lawful order is. The armed-men question just moved from the military, which has that tradition, to ICE, which does not. We ask the question nobody in Washington wants to answer: what does the person holding the rifle do when the order comes.
